Lemon Road Civic Association has served the community over the past 50 years and has represented the interests of the community and it's citizens. We are a group of neighbors who have joined together to help solve problems in our little corner of the world. We are also a voice to our local and state officials to let them understand our needs and concerns and how changes in Northern Virginia might impact us. And it is an opportunity to forge bonds between people within the community.

On January 13, 2011, the Fairfax County Planning Commission approved the Reddfield site for the location of a Dominion Virginia Power substation. As a result, most of the tree canopy separating the homes on McKay Street from the rail yard will be destroy. You can read the testimony we presented opposing the substation as well as a letter we sent the Commissioners explaining our opposition. We even found a non-residential site for the substation. Unfortunately, the Commission accepted the misleading statements from Dominion Virginia Power about when the alternative would not work. We again sent a letter to the Commission rebutting these points.

Senator Howell wrote a letter urging DVP to find another site and the Washington Post recently wrote an article on the front page of the Metro Section

Unfortunately on Feb 9, 2011, the Board of Supervisors approved DVP's request to build a power substation. We will continue to work to ensure that DVP adheres to the special conditions and construction requirements.

Washington WMATA and the Dulles Airport authority have been granted a special exception to zoning for the purpose of modifying the West Falls Church rail yard. A presentation by WMATA was held March 3, 2009 to inform the neighborhood about what will happen and take questions from residents. The Lemon Road Civic Association drafted and passed a resolution opposing the special exception unless issues related to noise and soil erosion were fully addressed. The resolution was sent to Supervisor Foust.

As a result of these efforts, the special exception requires a cover box over a portion of the track known to cause loud, high-pitch noise, limited WMATA to a 55 db Lmax noise standard, creates a hotline to voice complaints about noise and other problems within the railyard, creates a Citizen's committee to meet with WMATA on construction and other issues related to the rail yard, and redesigns the creek bordering the rail yard and McKay street with the guidance of state environmental agencies to limit erosion. The planning commission and the Board of Supervisors refused to include Dominion Virginia Power's application or the LRCA's request to prohibit a substation on the rail yard property even though WMATA states the substation is necessary to power the new Silver line.


Work is just begining on stream restoration and Dulles Transit Partners provided a presentation on the work to be done. There will be large construction equipment on Idylwood Road as well as McKay and Eastman Streets. They have provided some safety tips as these trucks will pass both the Lemon Road School and school bus stops.
